Dr. Russell Cecil
EDUCATION & BACKGROUND:
Dr. Cecil obtained his B.A. from Yale and M.D. from Cornell where he was elected to Alpha
Omega Alpha the honor medical society. He subsequently obtained a Ph.D. from Cornell in
Bone Pathology. He served as an intern and resident in general surgery at Massachusetts
General Hospital in Boston, Massachusetts before completing the Harvard Combined
Residency in Orthopedic Surgery.
In 1982, he was voted Best Resident Teacher in Orthopedics at Harvard Medical School.
After completing his training, he was appointed Instructor in Orthopedic Surgery at Harvard
Medical School.
He subsequently moved to Amsterdam and founded Mohawk Valley Orthopedics.
He is Board Certified and a member of the American Academy of Orthopedic Surgeons,
American Association of Hip & Knee Surgeons, the New York State Society of Orthopedic
Surgeons, the American Medical Association, the Medical Society of the State of New York, the
Montgomery County Medical Society, and the NYS Medical Advisory Committee which
advises the Governor on statewide health care policy.
He currently is Assistant Clinical Professor at Albany Medical College and has served as Chief
of Surgery and Medical Staff President at Amsterdam Memorial Hospital and is Chief of Surgery at St. Mary’s Hospital.
PRACTICE SPECIALTY:
Dr Cecil’s practice focuses on most aspects of Orthopedic surgery including Joint Replacement,
Sports Medicine and Orthopedic Trauma. In 2013, Dr Cecil was the first surgeon in the Capital
District to offer his patients Custom Total Knee Implants as a joint replacement option. His
custom knee patients receive implants that are specifically designed for each patient
resulting in faster recovery times, less bone/blood loss and a more “natural feeling knee

Dr. Gerald Ortiz
Dr. Ortiz obtained his Bachelor of Science at Cornell University in Ithaca where he was named a Presidential Scholar. He subsequently obtained his Medical Degree at Cornell University Medical Center in New York City. He served his Internship and Residency at the The L.A. County USC Medical Center in Los Angeles where he was also chosen to perform a prestigious Sports Medicine Fellowship at the Kerlan Jobe Orthopedic Clinic under the guidance of Dr. Frank Jobe. After completing his fellowship, he moved to Amsterdam and joined Dr. Cecil at Mohawk Valley Orthopedics, P.C.. He is Board Certified and a member of the American Academy of Orthopedic Surgeons, the New York State Society of Orthopedic Surgeons, the American Medical Association, the Medical Society of the State of New York, the Montgomery County Medical Society and the Arthroscopy Association of North America, a select group of orthopedic surgeons specially trained in minimally invasive arthroscopic surgery. He is currently an Assistant Clinical Professor at Albany Medical College. His practice is focused on arthroscopic minimally invasive surgery of the shoulder, elbow, knee and ankle as well as pediatric and foot/ankle disorders. |

Dr.
Joseph Popper
Dr. Popper is an
Orthopedic Spine Surgeon specializing in the comprehensive treatment of the neck, back, and spine. He has completed a combined Neurosurgical and Orthopedic Spine Surgery Fellowship with world-renowned Mayo Clinic (Rochester, MN). In addition to being one of the few ACGME-accredited Spine Fellowships, the comprehensive training included working directly with the Complex Spine Neurosurgeons and Musculoskeletal Oncology Spine Surgeons and is one of the exclusive fellowships sponsored by the AO spine organization. He offers the most modern and comprehensive approach to spinal care, with a focus on patient safety and individualized treatment.
He is a specialist in cervical spine surgery and minimally-invasive lumbar procedures.
Dr. Popper applies a “conservative first-approach” to his patients, and only offers surgical intervention with proven evidence-based techniques when necessary. This means providing the most minimally-invasive and safest procedures for each patient. Dr. Popper is proficient with the most modern advancements in total spine care, including minimally-invasive (“MIS”) techniques, robot-aided navigation, and motion-preserving operations.
He has authored several publications in many peer-reviewed journals. Dr. Popper has presented his research at over 30 national and international meetings. His particular research interests include post-surgical spinal infections and osteopenia/osteoporosis, and he has used this knowledge to better treat his own patients with low bone density, and in avoiding infection after surgery.
Although Dr. Popper remains interested in academic pursuits of research and teaching, his primary focus is patient care. He understands the complexity of treating patients with problems related to their neck, back, and spine and is a strong believer in an interdisciplinary approach and utilizing non-surgical treatments as much as possible. |
